Toronto Woman Seeks MAID Exemption as Mental Illness Exclusion Faces Constitutional Challenge

Claire Elyse Brosseau, a 49-year-old Toronto woman who has lived with bipolar 1 disorder, post-traumatic stress disorder, and disordered eating for decades, has filed an urgent motion before Ontario’s Superior Court of Justice seeking an individual exemption from Canada’s Medical Assistance in Dying legislation. The motion, filed Monday, asks the court for a temporary order allowing a doctor to provide Brosseau with MAID. Her lawyer, Michael Fenrick, said this is the first time in Canada that a person with a mental disorder as their sole underlying condition has sought an exemption of this kind.

Canada’s MAID legislation explicitly excludes mental illness as a sole qualifying condition, and the federal government has already delayed its planned Track 2 expansion past its April 2026 deadline without announcing a new timeline. The constitutional challenge, filed jointly with advocacy organization Dying With Dignity Canada, argues the exclusion violates the Canadian Charter of Rights and Freedoms. Dr. Jitender Sareen of the University of Manitoba submitted testimony that MAID cannot be reliably distinguished from suicidality and that individuals with mental disorders can see significant improvement over time. The Special Joint Committee on Medical Assistance in Dying is currently advising the government on eligibility and is expected to report this week.

Ontario Teacher Math Test Data Shows Wide Racial and Language Gaps, Federation Says

New data on Ontario’s mandatory teacher candidate math proficiency test reveals stark disparities across racial and linguistic lines, according to the Ontario Teachers’ Federation, which obtained approximately a year’s worth of results through a data request. Overall, roughly 68 per cent of teacher candidates passed on their first attempt, rising to 82 per cent after multiple tries. But after three attempts, 92 per cent of white candidates had passed compared to 64 per cent of Black teacher candidates. OTF president Chris Cowley said the results reflect systemic barriers in the testing process rather than candidates’ teaching ability. The data also showed that French-language candidates had a 44 per cent first-attempt pass rate against 71 per cent for English-language candidates, and that success rates declined markedly with age.

The Ford government introduced the math proficiency requirement in 2021 and reinstated it in 2024–25 after a court challenge was overturned on appeal. The Education Ministry defended the test as setting a “clear and consistent standard.” But Cowley warned that the province risks losing qualified teachers in shortage areas — including French-language and trades instructors, who tend to enter the profession later in life — precisely because of mathematical requirements they may never use in a classroom. The lawyer who led the original court challenge said the new numbers vindicate concerns raised during that case.

Quebec Faces Pressure to Reopen PEQ Fast-Track Immigration Program as Workers’ Status Expires

Quebec Premier Christine Fréchette is facing mounting pressure to follow through on a campaign pledge to reopen the Programme de l’expérience québécoise, a merit-based fast-track immigration pathway abolished last November by her predecessor François Legault’s government. Advocates and immigration lawyers say that without a firm reopening date, thousands of workers whose permits are expiring are being forced to leave for other provinces before they can apply. Immigration lawyer Yves Martineau said clients are already departing for Halifax, Calgary, and other cities where employer-linked permit options are available.

Fréchette, who campaigned on honouring commitments made to roughly 45,000 integrated residents when the PEQ was in place, told a Montreal radio station Monday morning that an announcement is days away. Immigration Minister François Bonnardel’s office said Sunday that the government is actively working on various scenarios and will provide details shortly. Advocacy group Le Québec, c’est nous aussi has written to Bonnardel demanding an immediate meeting. The federal government has offered 12-month extensions on closed work permits, but Quebec is pressing Ottawa to extend those protections to open work permit holders, spouses, and dependents as well.

India’s Defence Research and Development Organisation has completed the Phase-II flight trial of its Long-Range Anti-Ship Missile from the Integrated Test Range at APJ Abdul Kalam Island off the Odisha coast. The 13-metre, 12-tonne hypersonic glide weapon successfully completed all predefined mission parameters — launch sequence, stage separation, mid-course corrections, and terminal-phase targeting. The missile reaches speeds of up to Mach 10 in its powered phase before sustaining average hypersonic velocities of Mach 5 across a range of 1,500 kilometres. Defence officials told Business Standard that flight data from the trial is being analysed ahead of further testing before the system is inducted into the armed forces.

The LR-AShM is designed primarily for the Indian Navy’s coastal defence requirements, capable of engaging both moving vessels and fixed maritime assets. DRDO Chairman Samir Kamat had publicly hinted at the imminent trial just one day before the test. Neither the Ministry of Defence nor DRDO issued an official statement on the results, though the ruling BJP acknowledged the milestone on social media. A second NOTAM covering a 3,560-kilometre corridor over the Bay of Bengal has been issued for follow-on tests scheduled between May 6 and 9.

The result came at the direct expense of the ruling Dravida Munnetra Kazhagam, whose chief and sitting Chief Minister M. K. Stalin lost his Kolathur seat to a TVK candidate — making Stalin only the fourth sitting Tamil Nadu chief minister to fall in an assembly contest since Independence. Ramachandran, the late actor-turned-politician who founded the AIADMK in 1972 and transformed Tamil Nadu politics in a single election cycle.
