CRTC Raises Streaming Content Requirements; Carney Government Under Pressure to Act
The Chronicler Canada Desk · Sunday, May 24, 2026
Canada’s broadcast regulator has dramatically increased the Canadian content contribution requirements for foreign streaming platforms, a move that immediately drew fire from American industry groups and raised fresh questions about Canada’s trade posture ahead of the summer CUSMA review. The Canadian Radio-television and Telecommunications Commission announced Thursday that large streaming services — including Netflix, Disney+, and Amazon Prime Video — must now direct 15 per cent of their Canadian revenues toward Canadian content, up from the previously mandated five per cent. For the largest platforms, earning more than $100 million annually in Canadian revenue, at least 30 per cent of that spending must flow directly to Canadian broadcasters and independent producers.
Canadian Heritage Minister Marc Miller said the government is “carefully assessing” the CRTC’s decision. The U.S. Motion Picture Association condemned the ruling as a violation of Canada’s CUSMA obligations and said it would pursue legal avenues. Carleton University trade policy professor Meredith Lilly warned the decision risks further provoking Washington ahead of the mandatory CUSMA review this summer. Streaming platforms had already launched a court challenge against the original five per cent requirement; that legal battle now takes on new dimensions with a threefold increase on the table.
South Korean Submarine Sails to BC Coast in Dramatic Show of Force for Canada Contract Bid
The Chronicler Canada Desk · Sunday, May 24, 2026
A South Korean naval submarine completed a 14,000-kilometre trans-Pacific voyage and surfaced off British Columbia’s coast Saturday, in one of the most theatrical bids in the history of Canadian defence procurement. The ROKS Dosan Ahn Chang-ho, a KSS-III class vessel built by Hanwha Ocean, docked at Victoria after weeks at sea — a deliberate demonstration designed to show Canadian decision-makers the submarine’s long-endurance capabilities firsthand. The move came as Ottawa prepares to make what could be the largest military procurement decision in Canadian history: a 12-submarine contract estimated at between $60 billion and $120 billion over the vessels’ full life cycle.
Hanwha is competing against German shipbuilder ThyssenKrupp Marine Systems. The firm has aggressively sweetened its bid, signing an MOU with Canada’s Automotive Parts Manufacturers’ Association to build military vehicles in Canada if it wins, and committing up to $345 million to Algoma Steel in Sault Ste. Marie. An independent analysis projects the deal would support approximately 200,000 job-years across Canada between 2026 and 2040. Hanwha says it can deliver the first four submarines before 2035, when Canada’s aging Victoria-class fleet becomes fully obsolete.
Unions Warn Carney Government Considering Sweeping Limits on Right to Strike
The Chronicler Canada Desk · Sunday, May 24, 2026
Canada’s major unions are sounding the alarm over federal consultations they say could result in the most significant rollback of labour rights in a generation, including new restrictions on the right to strike in federally regulated industries. The Carney government launched a wide-ranging review of the Canada Labour Code in April, seeking feedback on the collective bargaining framework, dispute resolution tools, and ministerial powers to intervene in strikes. “They’ve basically opened up the entire Canada Labour Code,” said Christopher Monette of Teamsters Canada. “There are a lot of things there on corporate Canada’s wish list, including new limits on the right to strike.”
Possible changes under discussion include expanding the definition of essential services, altering bargaining timelines and strike notice requirements, and creating a special mediator role. Jobs Minister Patty Hajdu said the consultations aim to improve labour-management relationships and prevent disputes. The Canadian Labour Congress separately highlighted a landmark International Court of Justice ruling this week affirming the right to strike under international law, calling it a “line in the sand” against further erosion of worker rights.
Bruno Mars Toronto Opener Washed Out; Show Moved to May 31
The Chronicler GTA Desk · Sunday, May 24, 2026
Bruno Mars’s long-awaited Toronto debut on The Romantic Tour was called off Saturday afternoon as heavy rain swept across the Greater Toronto Area, leaving thousands of ticket holders — some of whom had travelled from other provinces — scrambling after a last-minute cancellation. Rogers Stadium announced via social media shortly after 1:30 PM that the May 23 show had been postponed to May 31 due to inclement weather. Mars addressed fans online: “I never want this but I need everyone to be safe in order to have a good time. I’ll make it up to you Toronto on the 31st.” All previously purchased tickets will be honoured for the new date.
Environment Canada had issued a special weather statement for Toronto early Saturday, forecasting 30 to 50 millimetres of precipitation across southern Ontario through Sunday. Live Nation said its teams had monitored forecasts throughout the week before conditions made postponement unavoidable. Mars is scheduled to perform four additional nights — May 24, 27, 28, and 30 — before the rescheduled May 31 makeup. The city has also arranged free TTC subway rides home from Rogers Stadium following summer concerts.
FIFA Sets $75 Parking Price for World Cup Games at Toronto Stadium
The Chronicler GTA Desk · Sunday, May 24, 2026
Fans attending FIFA World Cup matches at Toronto Stadium this summer face a parking bill more than double the venue’s regular game-day rate. FIFA announced Friday that parking at Toronto Stadium — the tournament name for BMO Field — will cost $74.99 per vehicle for all World Cup fixtures, with no event-day discounts and all passes requiring pre-purchase with a valid match ticket. For comparison, parking during Toronto FC matches runs $30 at the same venue, and $25 during Argonauts games.
Six matches are scheduled at Toronto Stadium between June 12 and July 2, opening with Canada versus Bosnia and Herzegovina. Toronto’s $74.99 rate matches Vancouver’s price and is well below some U.S. venues, where lots near stadiums are listed as high as $203 in San Francisco. Transit authorities strongly encourage fans to use the TTC on match days, with additional streetcar service on the 509 Harbourfront and 511 Bathurst routes.

Rubio in New Delhi: “America First” Visa Fast-Track Unveiled as US-India Ties Deepen
The Chronicler India Desk · Sunday, May 24, 2026
United States Secretary of State Marco Rubio arrived in India on Saturday for a four-day visit, using the occasion to announce a new visa scheduling system that prioritises business professionals strengthening US-India commercial ties. Speaking at the dedication of a new US Embassy support building in New Delhi, Rubio unveiled the “America First” visa schedule, which moves business executives, investors, and professionals engaged in cross-border commercial activity to the front of consular queues. He cited Indian investment of more than $20 billion in the United States as evidence of deepening economic interdependence.
Rubio also met Prime Minister Narendra Modi, conveying a formal invitation from President Trump for Modi to visit the White House. Modi said the two leaders reviewed “sustained progress” in the India-US Comprehensive Global Strategic Partnership. The visit precedes the Quadrilateral Security Dialogue foreign ministers’ meeting scheduled in New Delhi on May 26, where Rubio will join counterparts from India, Japan, and Australia for discussions on maritime security and Indo-Pacific supply chains.
Education Minister Demands CBSE Explain Class 12 Re-Evaluation Chaos
The Chronicler India Desk · Sunday, May 24, 2026
Union Education Minister Dharmendra Pradhan has sought a detailed accountability report from the Central Board of Secondary Education after thousands of Class 12 students were unable to access answer sheets or submit re-evaluation applications due to widespread portal failures. Sources confirmed Sunday that Pradhan took serious cognisance of complaints relating to server downtime, payment gateway failures, and repeated crashes on the CBSE re-evaluation portal. Officials have been directed to explain the root causes of the technical failures and the accountability of agencies managing the process.
The controversy stems from this year’s Class 12 results, marred by a controversial shift to On-Screen Marking — a digital evaluation system that several students say produced unexpectedly low and inconsistent scores. Students also reported blurred scanned copies of answer sheets and instances of apparent incorrect marking. The CBSE extended the application deadline by one day to May 24 and pledged to keep the portal open for two days after the last scanned answer sheets are dispatched.
India’s Goyal Arrives in Canada with 150-Strong Business Delegation for CEPA Talks
The Chronicler India Desk · Sunday, May 24, 2026
Commerce and Industry Minister Piyush Goyal departed New Delhi Saturday night leading the largest Indian business delegation ever sent to Canada — approximately 150 industry leaders spanning technology, clean energy, critical minerals, pharmaceuticals, and aerospace. The delegation will hold government engagements in Ottawa on May 25, followed by a two-day programme in Toronto from May 26 to 27. The visit is a direct follow-through on the mandate set by Prime Ministers Modi and Carney during Carney’s March visit to India.
The centrepiece is a further round of negotiations on the India-Canada Comprehensive Economic Partnership Agreement, with talks running in Ottawa from May 25 to 29. Both governments are targeting completion of a balanced CEPA by end of 2026, with a goal of expanding bilateral trade from its current $8.5 billion (FY2025) to CAD $70 billion by 2030. Goyal highlighted Canada’s position as a key supplier of uranium and critical minerals for India’s energy transition, noting that Canadian pension funds have already invested nearly $100 billion in Indian markets.

Gunman Killed at White House Checkpoint; Secret Service Returns Fire
The Chronicler World Desk · Sunday, May 24, 2026
A man opened fire on a United States Secret Service security checkpoint just outside the White House complex Saturday evening, prompting officers to return fire and fatally shoot the suspect. The shooting occurred shortly after 6 PM ET at 17th Street and Pennsylvania Avenue NW, near the Eisenhower Executive Office Building. Law enforcement officials identified the suspect as Nasire Best, 21, who approached the checkpoint, removed a weapon from a bag, and fired on posted officers. Secret Service agents returned fire and struck Best, who was transported to hospital, where he later died. A bystander was also wounded; no Secret Service personnel were reported injured. President Trump was in the White House at the time.
The incident is the third serious security breach near the White House in recent months — following the attempted assassination at the White House Correspondents’ Dinner on April 25, and a shooting near the Eisenhower building last November in which a National Guard member was killed. The lockdown was lifted following confirmation of Best’s death. Saturday’s events drew swift calls from members of Congress for a review of perimeter security protocols at the White House complex.
Iran Pushes Back on Reports It Agreed to Surrender Enriched Uranium Stockpile
The Chronicler World Desk · Sunday, May 24, 2026
A senior Iranian official has directly contradicted U.S. media reporting that Tehran had committed to handing over its stockpile of highly enriched uranium as part of a preliminary nuclear agreement with Washington. “The nuclear issue will be addressed in negotiations for a final agreement and is therefore not part of the current deal,” the Iranian source told Reuters on Sunday. “There has been no agreement over Iran’s highly enriched uranium stockpile to be shipped out of the country.” The denial came after the New York Times reported Iran had apparently committed to relinquishing its uranium, with precise mechanisms to be worked out in subsequent talks. Secretary of State Rubio said he expected “more news on an Iran deal today.”
The IAEA reported this month that Iran has amassed approximately 408.6 kilograms of uranium enriched to 60 per cent purity — a near-50 per cent increase since February, and only a short step from weapons-grade levels of 90 per cent. Options reportedly under discussion for the stockpile include transferring material to Russia — mirroring the 2015 JCPOA arrangement — or reducing enrichment levels to render it unusable for weapons.
Russia Launches Largest Strike of 2026 on Kyiv; Oreshnik Deployed, Four Killed
The Chronicler World Desk · Sunday, May 24, 2026
Russia launched its most devastating aerial assault of the year on Ukraine’s capital overnight Saturday, firing 600 drones and 90 missiles at Kyiv and surrounding regions, killing at least four people and injuring 83. President Zelenskyy confirmed the use of Russia’s hypersonic Oreshnik ballistic missile on Bila Tserkva, roughly 80 kilometres south of Kyiv. Explosions began reverberating through the capital shortly after 1 AM local time. Zelenskyy had publicly warned on Saturday of an imminent Oreshnik launch; the US Embassy in Kyiv also issued an unusual public warning of a significant air attack within 24 hours.
Debris from missiles and drones fell across at least four districts of Kyiv, damaging residential buildings, a school, and warehouses. At least six ballistic missiles and 128 drones were intercepted; 117 drones disappeared from radar or were suppressed by electronic warfare. Ukrainian officials said the scale of the attack represents a significant escalation by Moscow, coming at a moment when indirect ceasefire discussions have periodically raised hopes for a pause in the conflict.

Kane Hat-Trick Seals Bayern’s Domestic Double; 61 Goals in a Season
The Chronicler Sport Desk · Sunday, May 24, 2026
Harry Kane delivered one of the most emphatic individual performances in German Cup final history Saturday, scoring a hat-trick as Bayern Munich demolished defending champion Stuttgart 3-0 in Berlin to complete a domestic double. Kane opened the scoring in the 55th minute with a diving header from Michael Olise’s cross, the goal triggering fireworks from the Bayern end that briefly shrouded the pitch in smoke and forced a temporary halt to play. He added a composed finish in the 80th minute after a pass from Luis Díaz, before completing the treble from the penalty spot in stoppage time after Angelo Stiller handled.
The hat-trick brought Kane’s season tally to 61 goals across all competitions. His 10 goals in this season’s DFB-Pokal campaign is the highest since Gerd Müller and Dieter Müller each exceeded it in 1976-77. Bayern coach Vincent Kompany praised Kane’s quality and character. German national team coach Julian Nagelsmann attended the final two days after announcing his World Cup squad, which includes 11 players from Bayern and Stuttgart combined.
French Open Begins Under Shadow of Prize Money Dispute; Djokovic Eyes Record 25th Slam
The Chronicler Sport Desk · Sunday, May 24, 2026
The French Open got underway Sunday at Roland Garros amid off-court tensions, with several players limiting pre-tournament media obligations to protest growing frustrations over prize money distribution and player influence on tour governance. The 39-year-old Novak Djokovic opened his campaign against home favourite Giovanni Mpetshi Perricard, beginning a two-year quest to capture a 25th Grand Slam title that would see him surpass Margaret Court’s all-time record. Djokovic is seeking his fourth Roland Garros crown and has played just one competitive match since Indian Wells in March.
The draw has opened in Djokovic’s favour following the withdrawal of world number two Carlos Alcaraz through injury. Alexander Zverev, who reached the Paris final in 2024, is widely regarded as the title favourite in Alcaraz’s absence. Russian teenager Mirra Andreeva arrives in strong form after winning the Linz Open, opening against Fiona Ferro of France.
Kolek Throws Complete-Game Shutout as Royals End Four-Game Slide
The Chronicler Sport Desk · Sunday, May 24, 2026
Stephen Kolek delivered a masterclass in efficiency Saturday at Kauffman Stadium, completing a nine-inning shutout on 108 pitches as the Kansas City Royals defeated the Seattle Mariners 5-0 to end a four-game losing streak. Kolek held Seattle to four hits and a single walk across all nine innings, striking out just two in a game that lasted only 2 hours 6 minutes. It was his second career shutout in 23 starts — making him just the third pitcher to record two shutouts in his first 23 major league appearances since 2010. Kansas City built a 3-0 lead in the first inning, with Carter Jensen contributing two RBIs and Bobby Witt Jr. going 2-for-4 with two runs scored.
